Kathy Castor was elected to the United States House of Representatives in 2006 to represent Florida’s 14th Congressional District, which includes Tampa and parts of Hillsborough County. Before her election to Congress, Rep. Castor served as a Hillsborough County Commissioner and an attorney. Rep. Castor is a graduate of Emory University and Florida State University College of Law.
Why She’s Important to Agents
Rep. Castor sits on the House Energy and Commerce Committee and its subcommittee on Health, which has jurisdiction over healthcare issues. Rep. Castor supported the repeal of the “Cadillac” Tax on employer-sponsored health coverage (introduced as H.R. 748), which was permanently repealed as part of the federal government funding package in December 2019, with PIA National’s full support.
Rep. Castor is also important for PIA members as the main sponsor of H.R. 1666, legislation that would provide continuous coverage protection to policyholders who leave the National Flood Insurance Program (NFIP) to purchase a private flood policy; H.R. 1666 would permit those policyholders to return to the program without penalty. Thanks to Rep. Castor’s leadership on this issue, the continuous coverage bill was included in long-term NFIP reauthorization legislation that passed the House Financial Services Committee in June 2019.
PIA National strongly supports H.R. 1666, and the inclusion of a continuous coverage provision is a top priority for us in any NFIP reauthorization. We will continue to work with Rep. Castor throughout 2020 to ensure its enactment.
