Member Spotlight: Rep. Emanuel Cleaver (D-MO)

Emanuel Cleaver was elected to the United States House of Representatives in 2004 to represent Missouri’s 5th Congressional District . Before he was elected to Congress, Rep. Cleaver served for 12 years on the city council in Kansas City. He also was elected mayor of Kansas City in 1991 and served in that role for two terms.

Rep. Cleaver has a B.A. from Prairie View A&M University and a Master of Divinity degree from St. Paul’s School of Theology. 

Why He’s Important to Agents

Since he was first elected to Congress, Rep. Cleaver has served on the House Financial Services Committee, which has jurisdiction over most insurance issues. In January 2021, Rep. Cleaver became the Chairman of the Financial Services Subcommittee on Housing, Community Development and Insurance. This subcommittee has jurisdiction over many PIA priorities, including the reauthorization of the National Flood Insurance Program (NFIP), the creation of a cannabis safe arbor for independent insurance agents, and the repeal of the Federal Insurance Office (FIO).
