Kevin Cramer was elected to the U.S. Senate from North Dakota in 2018. Previously, he served as North Dakota’s At-Large Member in the U.S. House. Prior to joining Congress, Sen. Cramer served as a commissioner on the North Dakota Public Service Commission. Sen. Cramer received a BA from Concordia College and a master’s degree in management from the University of Mary in Bismarck.
Why He’s Important to Agents
Sen. Cramer sits on the Senate Banking, Housing and Urban Affairs Committee, which has jurisdiction over most insurance issues considered by the Senate. While he was serving in the U.S. House, PIA National awarded then-Congressman Cramer our 2018 Legislator of the Year Award, and he has long been a champion of small businesses and independent insurance agents. In addition, Sen. Cramer recognizes the importance of crop insurance and the critical role agents play in the delivery of the federal crop insurance program.
Sen. Cramer has continued his support of small businesses throughout the economic crisis brought on by COVID-19. In fact, Sen. Cramer is the lead sponsor on a bill that PIA National strongly supports: S. 4117, the Paycheck Protection Small Business Forgiveness Act.
Borrowers of Paycheck Protection Program (PPP) loans can apply for loan forgiveness if they abide by certain Small Business Administration (SBA) rules. Senator Cramer’s bipartisan legislation would ensure our nation’s small businessowners can focus their time, energy, and resources on restoring their business and communities instead of devoting substantial and valuable time and resources to completing complex forgiveness forms and jumping through other bureaucratic hoops.
The bill would forgive PPP loans of less than $150,000 upon the borrower’s completion of a simple, one-page forgiveness document. PPP loans of $150,000 and under account for 86 percent of total PPP loan recipients but less than 26 percent of PPP loan dollars. Expediting the loan forgiveness process for these hard-hit small businesses will save small businessowners countless hours of unnecessary, burdensome paperwork.
Sen. Cramer has been actively pushing for the passage of his bill so that most PPP loan recipients have access to a streamlined loan forgiveness process. PIA National will continue to work with Sen. Cramer on his PPP loan forgiveness bill and on other issues of importance to independent agents in the coming months.
